14) FUNDS STILL NEEDED FOR SUPREME COURT CASE
*************************************************** Late in the summer of
2000, the Nader/LaDuke campaign, along with the Green Party, filed suit in
the U.S. District Court in Columbus, Ohio in order to challenge Ohios
ballot cue statute (Nader, et al v. Blackwell). Although Nader won this suit
on October 13, 2000, Secretary of State Kenneth Blackwell received a stay
from a panel of the 6th Circuit Court before the election, and on January
30, 2001, the same panel found Naders case to be without merit. A subsequent
effort to get the entire 6th Circuit Court to rehear the case was denied
on March 28, 2002. However, in late June, Terry Lodge, attorney for the Green
Party of Ohio, petitioned the U.S. Supreme Court to review the case.The
Green Party of Ohio needs to raise $3,000 for this case. Please send your

PRESIDENTIAL SURVEY CONTINUES THROUGH AUGUST ***************************************************
We will continue to accept submissions of the Presi- dential Exploratory Committee
(PEC) Survey through the end of the month. If you haven't completed the
survey, please take a few minutes to let us know what you think. The Green
Party of Ohio would like to hear from you in order to complete our survey

17) PRESUMPTION OF GUILT: A REPORT ON DETAINEES
*************************************************** Human Rights Watch has
issued on Thursday a 99-page report entitled "Presumption of Guilt: Human
Rights Abuses of Post-September 11 Detainees." The report says that
the U.S. government's investigation of the September 11 attacks has been marred
by arbitrary detentions, due process violations, and secret arrests.***************************************************
18) HIV/AIDS: EPIDEMIC STAGE IN SOME NYC AREAS
*************************************************** According to a report
released Wednesday by United Way of New York City, in conjunction with local
public officials, academics and agency leaders, HIV/AIDS has passed the
epidemic stage among minority women and children in certain New York City
neighborhoods, creating an urgent need for health and human services to
address their unique living conditions and improve their quality of life.HIV/AIDS
is the leading cause of death in women ages 25-34 and the second-leading cause
of death for women ages 35-44 in New York City, affecting primarily women
of color, according to the New York City Department of Health. For instance,
in East and Central Harlem, HIV/ AIDS is the third-leading cause of death
with death rates of 50.7 and 68.7 per 100,000, respectively. In addition,
more adolescents are becoming infected and at an earlier age. At least one
half of all those who are newly infected are under 25, according to the Cen-
ters for Disease Control. One-quarter are adolescents, the report states.***************************************************

Phil Donahue will feature a special one-hour inter- view with 90-year-old
"guerilla journalist" Studs Terkel on Donahue at 8 PM and 11 PM
ET on MSNBC, Monday, August 19.***************************************************
10) THE HISPANIC HEALTH NEEDS ASSESSMENT ***************************************************
The Hispanic Health Needs Assessment (HHNA) instru- ment represents almost
15 years of work using the HHNA process to document and advocate for the health
needs of Hispanic communities. The HHNA process is unique in two ways.
One it provides Hispanic communities with tools to self-identify critical
health issues and pri- orities thought existing public health data systems
as well as community surveys. This process of self-identi- fication is
critical to the success of HHNA as more than collecting information, it serves
as an organizing ve- hicle for a community health team. Secondly, HHNA uses
the Healthy People objectives to document current com- munity health status
and progress to goals. The Healthy People objectives are set every 10 years
by the U.S. Department of Health and Human Services as health goals for
the Nation for the decade ahead. State and local health departments must show
progress to these goals. By using these objectives, HHNA can help communities
hold State and local health departments accountable for collecting Hispanic
specific data and achieving progress in health status and services.***************************************************
11) COSTS OF LOW HEALTH LITERACY ***************************************************
Health literacy refers to the set of skills needed to read, understand, and
act on basic health care information. Over 90 million adults with low health
literacy skills have limited ability to read and understand the instructions
contained on prescrip- tions or medicine bottles, appointment slips, informed
consent documents, insurance forms, and health educa- tional materials. Poor
health literacy skills have profound economic consequences. Using data from
a nationally representative sample of the U.S. adult population age 16
and older, the National Academy on an Aging Society examined the impact of
literacy on the use of health care services. The study found that people
with low health literacy skills use more health care services, have longer
hospital stays, have an ineffective use of prescriptions or misunderstandings
about treatment plans, and have estimated additional health care expenditures
of about $73 billion (1998 dollars). (This includes an estimated $30 billion
for the population that is functionally illiterate plus $43 billion for
the population that is marginally literate.) Also, employers may be financing
as much as 17% of the additional health care expenditures due to low health
literacy skills.The survey reported that some 40 to 44 million of the
191 million adults in the country are functionally illiterate. They read at
or below a fifth-grade level, or cannot read at all. Another 50 million are
margin- ally illiterate. They are generally able to locate and assimilate
information in a simple text, but are un- able to perform tasks that require
them to assimilate or synthesize information from complex and lengthy texts.Because
of the literacy demands upon patients in the increasingly complex health care
system, adults who are functionally illiterate or marginally literate are
likely to have low health literacy skills.***************************************************
12) MODEL HEALTHY KIDS PROGRAM IN SANTA CLARA CA ***************************************************
The Santa Clara County (CA) Healthy Kids program, which announced last week
that enrollment had in- creased to more than 10,000, began in January 2001
as an "unrealistic dream" to provide universal health coverage for
county children but has become the "flag- ship for similar efforts"
statewide, according to a San Jose Mercury News (CA) editorial. Alameda County,
San Mateo County, San Francisco and Los Angeles have moved to implement similar
programs, which also help to enroll low- and middle-income children in Medi-Cal
and Healthy Families, the editorial states. The edi- torial adds that Healthy
Kids serves as a "monument to coalition-building," as health care
advocacy groups and providers convinced government officials to fund the
program with part of the county's share of the tobacco settlement and cigarette
tax revenue. The editorial concludes that Healthy Kids "can take pride
in leading the way toward the day when every Cali- fornia child has access
to affordable health care."***************************************************
13) HEALTH CARE HAS SMALLER ROLE IN 2002 ELECTIONS ***************************************************
Health care "may play even less of a role" in the 2002 mid-term
elections than it did in the 2000 presidential election because Americans
are more concerned about the economy and terrorism, according to a new
article published Aug. 14 on the Health Affairs Web site.***************************************************
