Unocal, a U.S. company long criticized for doing
business in countries with repressive governments
and rumored to have close ties to the Department of
State and the intelligence community.

4) CARTER TO RUN FOR GOVERNOR IN MAINE
***************************************************
Jonathan Carter will run for governor under the state's
Clean Election fund. Carter, 50, a member of the Maine
Green Independent Party, is well-known around the state
for his stands on forestry issues and his previous runs
for Congress and the Blaine House. He is a trained
botanist, a teacher of many years and directs the Forest
Ecology Network. He grew up in Connecticut and has degrees
from Williams College, where his grandfather was once
college president, and the University of New Hampshire.

Carter has a political background. His mother's father
and cousin were both U.S. senators. Carter ran two un-
successful high-profile statewide referendum votes to
limit and manage forestry practices in Maine. Carter ran
ran unsuccessfully for Congress in 1992 and for governor
in 1994, when he received 6.4% of the vote.

To be eligible for the Clean Election Fund, Carter has to
collect 2,500 donations of $5 each, gather 2,000 signatures
of registered Greens and then beat Farmington minister and
fellow Green candidate Steven Farsaci in the primary. If
all that happens, Carter will likely be eligible for more
than $900,000 in public funds for his campaign; in 1994,
he spent less than $35,000.

Carter supports a single-payer universal health-care system.
He backs creating a federal park in Maine's North Woods. He
thinks the state's university system needs to teach more
technology and computer skills. He believes the government
should encourage alternative energy, and says the state
should focus on attracting businesses that pay "livable
wages." And he thinks the tax system should be revamped
to make it fairer for working people.

Greens in Maine have had gubernatorial candidates before.
Green candidates received more than 6% of the vote in 1994
and close to 7% in 1998. The party has 8,743 registered
voters representing less than 1% of the Maine electorate
last November.

5) PALECEK TO RUN FOR CONGRESS IN IOWA
***************************************************
From Sioux City Journal, Fri., 14 Dec 2001

HEADLINE: PALECEK, FORMER DEMOCRAT, SEEKS GREEN PARTY
NOMINATION FOR CONGRESS
BYLINE: By Kate Thompson, Journal Staff Writer

"Mike Palecek of Sheldon will run again for Congress,
this time as a member of the Green Party. Two years ago,
he ran as the Democratic candidate against U.S. Rep.
Tom Latham, R, Alexander, for the 5th District seat.

"Thursday morning, outside the gates of the 185th
Fighter Wing of the Iowa Air National Guard, he
announced his intention to seek the nomination of
the Green Party.

"'I am doing this because of the war,' he said.
'There has never been a more important time to speak
truth to power.'

"Four Republicans are competing for their party's
nomination, state Sen. Steve King of Kiron, state
Sen. John Redwine of Sioux City, House Speaker Brent
Siegrist of Council Bluffs and Council Bluffs business-
man Jeff Ballenger. Council Bluffs businessman Paul
Shonishor is seeking the Democratic nomination.

"Palecek, 46, said the attacks on the World Trade
Center and Pentagon were wrong because it is always
wrong to kill. But he added they should have served
as a wake up call, forcing Americans to ask why they
are hated.

"'Not because we have democracy,' he said. 'But because
we have wealth -- a grossly disproportionate amount of
the world's wealth. . . We have answered one terrorist
act with another, raining down bombs on the poorest
people on earth.'

"Patecek said much of the world sees the United States
as the leading terrorist nation on earth as a result of
actions in El Salvador, Nicaragua, Iraq, Grenada, Panama,
Chile, Guatemala, Vietnam, Laos and Cambodia.

"He said instead of choosing the side of the Republicans
or the Taliban, there is a third choice --- that of the
poor child.

"'I stand here against terrorism in all forms -- either
by suicide bomber or state-of-the-art F-16s and stealth
war planes,' Palecek said. 'In this Christmas season, it
should not seem out of fashion to say that the side of the
poor baby in the manger is the side to be on. That is the
side of love and authentic Christianity.' He added that
he opposes the killing of innocents anywhere in the world.

"'We will not eradicate terrorism by waging war on the
ravaged people of the earth,' Palecek said. 'And it will
not be achieved by depriving ourselves of civil liberties.'

"Palecek is a former newspaper reporter, editor and pub-
lisher who has won awards for his work. His novel, 'KGB,'
will be released in early 2002. He has served time in
several federal prisons for protesting against nuclear
weapons. He and his wife, Ruth, have two children."

6) MINING COMPANY PROTECTED BY DASCHLE LEGISLATION
***************************************************
The NY Times reported Jan. 3 that Homestake Mining,
a South Dakota mining company turned to Sen. Tom
Daschle to obtain valuable help for a project in his
state.

The Senate agreed to relieve the company of any legal
liability that it might have for damage done to the
environment in digging gold from the Black Hills over
the last 125 years.

The company had been planning to close the mine this
month. Scientists said it would be a good site for an
underground physics laboratory. But Homestake, now owned
by Barrick Gold of Toronto, insisted that it first had
to be protected against lawsuits.

Sen. Tom Daschle (D-SD) was the chief sponsor of the
bill under which the federal government will assume
liability for any environmental damage. Rep. John Thune
(R-SD), recruited by President Bush to run against South
Dakota's other senator (Tim Johnson, D-SD), also claims
credit for the legislation.

The Homestake legislation was one of the "miscellaneous
provisions" tacked onto the 2002 appropriations bill for
the Defense Department. The House and the Senate approved
the bill on Dec. 20, hours before adjourning for the year.

7) CIA-BACKED ANALYSIS TOOL FOR PASSENGER CHECKS
***************************************************
Data analysis software backed by the CIA and used by
some casinos to catch gambling cheats is now being
tested for its potential to detect suspected terror-
ists and their associates when they make airline,
hotel or rental-car reservations.
