2) WESTERN INTELLIGENCE KNEW BIN LADEN PLAN
***************************************************
Western intelligence knew of Laden plan since 1995:
Report
AFP France-Presse,
Berlin, December 7
----------------------------------------------
"Western
secret services knew as far back as 1995 that
suspected terror mastermind
Osama bin Laden planned to
attack civilian sites using commercial passenger
planes, German newspaper Die Welt said Friday.
Quoting sources close to western
intelligence services,
Die Welt said that authorities did not take seriously
the threat of the plan, known as Project Bojinka.
"The
plan was discovered in January 1995 by Philippine
police who were investigating
a possible attack
against Pope John Paul II on a visit to Manila.
"They
found details of the plan in a computer seized in
an apartment used by three
men who were part of Bin
Laden's al-Qaeda network.
"It
provided for 11 planes to be exploded
simultaneously by bombs placed on board,
but also in
an alternative form for several planes flying to the
United
States to be hijacked and flown into civilian
targets.
"Among
targets mentioned was the World Trade Center in
New York, which was destroyed
in the September 11
terror attacks in the United States that killed
thousands.
"Other targets
mentioned were CIA offices in Virginia
and the Sears Tower in Chicago, Die
Welt said.
"The
plot re-surfaced during the trial in New York in
1997 of Pakistani Ramsi Youssef,
the mastermind of the
attack on the World Trade Center in 1993.
"Die
Welt said the US Federal Bureau of Investigation
and CIA would have known
about the plan at the latest
at this time."

4) FAST TRACK PASSES IN U.S. HOUSE
***************************************************
The House passed Fast Tack, H.R. 3005, by only one
vote Dec. 6 after the vote
was extended 20 minutes
so GOP leadership could apply pressure to secure the
votes of Fast Track critics with policy promises.
The result was the closest
trade vote in history.
It passed on a recorded vote of 215-214.

5) ATOMIC TREASON FROM THE U.S. HOUSE
***************************************************
By Harvey Wasserman
"If
terrorists turn a US nuclear plant into a radio-
active holocaust, the House
of Representatives wants
you to pay for it. But the Senate can still say
otherwise.
"The
House voted November 28 in virtual secret to
shield new reactor builders from
normal insurance
liability, even if they lack safety domes to contain
radioactive releases."

7) UNINSURED, POOR TEENS LACK MEDICAL CARE
***************************************************
Adolescents who lack health insurance, whose parents
have low education levels
and who have a low family
income are less likely to receive regular preventive
medical and dental care, according to a study con-
ducted by the Health Resources
and Services Admini-
stration's Maternal and Child Health Bureau (HRSA).
The study, published in this month's issue of the
Journal of Adolescent Health,
analyzed data from 5,644
adolescents ages 11 to 21 from the 1994-96 National
Longitudinal Study of Adolescent Health. According to
the study, nearly 33%
of adolescents had not had a
physical or dental checkup within the previous
year,
and almost 12% reported having no health insurance.
Those teens
who lacked insurance were almost twice as
likely as their insured counterparts
to not have had
a medical exam in the previous year. In addition,
African-American
and Hispanic adolescents were more
likely to lack dental care than whites,
while adoles-
cents born outside of the United States were more
likely
than U.S.-born adolescents to never have
received a dental exam.

8) RECESSION MAY INCREASE NUMBERS OF UNINSURED
***************************************************
The Sept. 11 attacks on the World Trade Center and
the Pentagon, an economic
recession and a "surge"
in health care costs may lead to "record
levels" of
uninsured Americans, National Journal reports. By
the
end of 2002, some experts predict that at least
six million more Americans
will lose their health
insurance, increasing the number of uninsured to 45
million. Federal and state health officials said that
the recession has forced
states to reduce funding for
Medicaid and CHIP, which provide a safety net
for low-
income Americans without health coverage. In the past
few months,
states have considered "tougher" eligi-
bility requirements, "scaled-back"
benefits and
increased costs for those enrolled in the programs.
National
Journal reports that the recession and
increased health care costs also have
"pressed"
employers. In response, many employers have raised
health insurance premiums for their employees, often
by "double-digit
percentage increases," and some
companies have dropped health coverage
entirely.
Henry Simmons, president of the National Coalition
on Health
Care, a nonpartisan group that advocates
universal health care, said, "Never
in our history
have we faced this number of forces, and of this
magnitude,
simultaneously. It's time to get to a
national debate about how to restructure
the health
care system." Although President Bush and lawmakers
have
debated proposals to help the uninsured, they
have not yet agreed on a plan,
National Journal
reports (Serafini, National Journal, 12/1).
